How to Read NMPA Approvals

Searching “NMPA approval news today” returns a stream of company press releases and regulator notices that are easy to read as a simple list of wins. For a cross-border dealmaker, that is the wrong lens. An NMPA approval is a data point about where de-risked, licensable assets are forming — and reading it well means knowing what kind of approval it is, who originated the asset, and whether it is the sort of thing global pharma will pay to license out of China.

The first thing to establish on any approval is the pathway. A drug cleared on a full Phase 3 package reads very differently from one cleared conditionally on early data. The second is provenance: a first-in-class molecule originated by a domestic developer is a far stronger out-licensing signal than an imported product approved after its FDA debut. The third is therapeutic area, because the competitive intensity of a China asset depends heavily on whether it sits in a crowded lane like PD-1 or a contested one like obesity.

A useful mental model is to sort each approval into one of three types: a first-in-class or best-in-class domestic approval, the high-signal events worth pursuing; an imported approval of a multinational’s product, which matters for market access but rarely creates an out-licensing opportunity; or an incremental approval — a biosimilar, new dosage form or me-too entrant — which adds to the count but carries little BD signal. For the underlying mechanics, see our NMPA drug approval process guide.

The Expedited Pathways That Matter

China’s Provisions for Drug Registration set out the expedited procedures, run through the Center for Drug Evaluation (CDE). When you read an approval notice, these labels tell you how the regulator treated the asset. All timelines are in working days.

  • Breakthrough therapy designation: during clinical trials, for drugs for serious diseases with no effective treatment or a clear clinical advantage. It brings CDE consultation at key stages and staged data review.
  • Conditional approval: marketing on clinical data that predict benefit, for serious diseases without effective treatment or urgent public-health needs. Post-approval studies are required, and if they are not completed on time the NMPA can act up to revoking the approval (Article 67).
  • Priority review: a 130-day review clock for the marketing application, or 70 days for urgently needed rare-disease drugs already marketed abroad. Breakthrough and conditionally approved drugs, rare-disease and paediatric products qualify.
  • Special review: for public-health emergencies.
  • Faster trial starts: IND decisions within 60 days, and within 30 days for eligible Class 1 innovative drugs since NMPA Announcement No. 86 of September 2025.

The pathway is a diligence shortcut

When a China asset earned breakthrough designation and full (not conditional) approval, the regulator has already screened it for differentiation and data maturity. That does not replace your own diligence, but it tells you where to start — and a conditional approval tells you a confirmatory study is still owed.

2026 So Far

By the end of June 2026 the NMPA had approved 2,318 drug registration applications, including 38 globally new (Class 1) innovative drugs. The regulator also reported that the 11 new-target, new-mechanism drugs approved in the first half equalled the total for all of 2025 — and that all 11 were developed in China, against four of 11 in 2025.

Notable 2026 approvals, each checked against the company announcement or a trade report of it:

Four of these are world firsts: ecnoglutide, satri-cel and iza-bren are the first approvals of their kind anywhere, and China was the first country to approve felzartamab. Two carry direct deal links: Bristol Myers Squibb partners on iza-bren outside China, and Biogen licensed felzartamab’s Greater China rights from TJ Biopharma in April 2026 — four months before the approval. Satri-cel takes CAR-T therapy into solid tumours, where no CAR-T had been approved anywhere before.

The 2025 Record Year

Two counts describe 2025, and both were records. The NMPA’s own count is 76 innovative drugs — 47 chemical drugs, 23 biologics and six traditional Chinese medicines — up from 48 in 2024, with 11 first-in-class medicines, four of them developed by Chinese companies. PharmCube’s broader count, published in DIA Global Forum, covers every drug receiving its first marketing authorization in China excluding traditional Chinese medicines: 120 new drugs, triple digits for the first time.

  • 61 first global approvals in China. Half of the new drugs reached patients in China before anywhere else, including five molecules from US originators.
  • 63 from domestic developers. Local products (52%) outnumbered imports (57) for the first time, and domestic innovation accounted for 81% of the increase in new entrants.
  • Landmark domestic approvals included the molecules below.

What Approvals Signal for Out-Licensing

The core thesis of this tracker: an NMPA approval — or a late-stage NMPA filing — is the clearest de-risking event for a China asset, and a leading indicator of out-licensing supply. Approval turns a preclinical story into a regulator-reviewed asset with human data from China’s fast clinical system, which is the profile global pharma pays for.

The deal data is consistent with it. The NMPA reported more than $130 billion of out-licensing deals across more than 150 transactions in 2025, up from $51.9 billion across 94 in 2024. PharmCube counts $139.4 billion between January and 8 October 2026, already above 2025. Our China outbound licensing tracker logs the largest of those deals.

The window opens before approval

The best cross-border buyers do not wait for the approval press release — by then the asset is fully visible and competitively bid. The edge is in tracking breakthrough designations and marketing-application acceptances, and engaging the originator while the asset is still a late-stage clinical story. Biogen’s felzartamab licence, signed four months before the NMPA approval, is a 2026 example.

An approval is necessary but not sufficient. A China approval does not on its own guarantee a clean ex-China licence: the buyer still has to confirm that the clinical package will satisfy the FDA and EMA, that the IP is clean, and that the rights are available. See our China licensing opportunities guide for how rights are split in practice.

Reading the Filing Pipeline

An approval is a lagging indicator; the filing and designation pipeline leads it. Read three layers in sequence: (1) breakthrough therapy designations, which flag differentiated assets during development; (2) marketing-application acceptances and priority review grants, which put an asset on a defined review clock — 130 working days under priority review; and (3) approvals, which confirm the asset. Engaging at the first or second layer is where the value is captured. China’s fast clinical system compresses the time between layers; we cover that in our analysis of China’s clinical trial advantages.

What to Watch Next

  • Whether 2026 beats 2025. With 38 Class 1 approvals in the first half against 76 in all of 2025, the year is on a comparable pace, and the new-mechanism count has already matched it.
  • Global firsts from China. Satri-cel and iza-bren were first approvals anywhere; watch for more China-first approvals of partnered assets.
  • Metabolic depth. After mazdutide and ecnoglutide, more incretin and combination assets are moving through the NMPA — the area where Western buyers are most active.
  • Conditional approvals converting. Iza-bren and tinengotinib were approved conditionally; whether confirmatory studies convert them to full approval is a diligence checkpoint for any licensee.

How We Use This Tracker

At Vision Lifesciences, the NMPA approval and filing feed is an input to sourcing, not an end in itself. When a notable first-in-class asset earns breakthrough designation, files for approval or is approved, it enters our screen as a potential licensing candidate. We then check what the headline cannot: whether the clinical package will translate to FDA and EMA standards, whether the IP holds up, whether rights outside China are available, and whether the originator is a realistic counterparty. If you are tracking a specific NMPA approval or filing, see our in-licensing service or talk to our team.

Frequently Asked Questions

How many drugs did the NMPA approve in 2025?

By the NMPA’s own count, 76 innovative drugs were approved in 2025 — 47 chemical drugs, 23 biologics and six traditional Chinese medicines — up from 48 in 2024; 11 were first-in-class, four of them developed in China. Using a broader definition, PharmCube counts 120 new drugs (excluding traditional Chinese medicines) receiving their first approval in China in 2025, of which 61 were first approvals anywhere in the world and 63 came from domestic developers.

How many drugs has the NMPA approved in 2026?

By the end of June 2026 the NMPA had approved 2,318 drug registration applications, including 38 globally new (Class 1) innovative drugs, according to Lan Gongtao of the NMPA’s Department of Drug Registration Management. The 11 new-target, new-mechanism drugs approved in the first half matched the total for all of 2025, and all 11 were developed in China.

What is the difference between priority review, breakthrough therapy and conditional approval in China?

They are separate expedited procedures in China’s Provisions for Drug Registration. Breakthrough therapy designation applies during clinical trials and brings CDE consultation and staged data review. Conditional approval allows marketing on data that predict clinical benefit, with post-approval studies required. Priority review sets a 130-working-day review clock for a marketing application (70 for urgently needed rare-disease drugs already marketed abroad), and drugs with breakthrough or conditional status qualify for it.

Why does an NMPA approval matter for out-licensing a China asset?

An NMPA approval, or a late-stage filing, is the clearest de-risking event for a China-originated asset: it shows regulator-reviewed human data. That is the profile global pharma pays for. The NMPA reported more than $130 billion of out-licensing deals across more than 150 transactions in 2025, up from $51.9 billion across 94 in 2024.

Where can I find official NMPA approval news?

The NMPA publishes approval notices on its portal (nmpa.gov.cn, with an English site at english.nmpa.gov.cn) and the CDE publishes review information, though listings lag and are not always translated. Most dealmakers combine official notices with company announcements and trackers. This page reads notable approvals through a cross-border dealmaking lens rather than as a raw feed.

Methodology & Sources

Approval statistics come from the NMPA as reported by official and state media, and from PharmCube’s count published in DIA Global Forum; the two use different definitions and are not combined. Notable approvals were selected for their out-licensing or strategic signal and checked against the company announcement or a trade report of it, linked in the table. Pathway rules are taken from the NMPA’s published texts.
